Projected start date: 03/05/2012PRIMARY FUNCTION:
This position reports to the Environmental Operations Manager. This position is responsible for providing Storm Water Pollution Prevention Plan (SWPPP) consultation services, preparing various forms of SWPPP documents, performing site inspections, collecting water discharge samples during storm events and evaluating laboratory analytical data. The position requires a scientist who would be willing to work flexible hours, willing to travel, possess basic knowledge of scientific and storm water issues related to environmental regulatory standards, soil, surface water and groundwater remediation and possess knowledge of installation techniques of Best Management Practices (BMPs) for active construction sites. Areas of specialty include geology, hydrogeology, chemistry, environmental science, soil science and biology. The position requires a strong scientist who would like to be involved with diverse storm water and environmental projects beginning with the permit submittal processes through the site closure process.TYPICAL DUTIES: (including but not limited to)
1. Assist with the Proposal and Contract preparation process.
2. Prepare SWPPP documents to the State Water Resources Control Board’s (SWRCB) General Permit 2009-009-DWQ.
3. Upload SWPPP documents to the SWRCB’s on-line SMARTS! Database.
4. Assist with the BMP installation process.
5. Perform routine site inspections of active construction sites.
6. Perform BMP tailgate trainings for on-site contractors.
7. Collect and interpret field data, determine contaminant levels, and provide field consultations as required.
8. Collaborate with regulatory agencies, contractors and other specialty project parties to develop plans and recommendations best suited for each individual site.
9. Evaluate and determine remedial strategies and technologies and present recommendations to clients and regulators.
10. Lead the preparation of Project Work Plans, Health and Safety Plans, Field Daily Reports, and Final Project Reports. Strong writing skills are desired.
11. Some travel and personal vehicle use will be required.
SKILLS, KNOWLEDGE, QUALIFICATIONS AND EXPERIENCE:
• The Storm Water/Environmental Scientist shall have an undergraduate degree in a related scientific discipline.
• Preferred active and in “Good Standing” certification as either an 1) Certified Professional in Erosion and Sediment Control (CPESC) or 2) Certified Professional in Storm Water Quality (CESWQ).
• 4 years of experience is preferred.
• The Storm Water/Environmental Scientist shall either have completed the OSHA 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training and a current 8-hour refresher or will complete the HAZWOPER course within the first year of employment with Ahtna Engineering Services (AGSC).
• Additionally, the Storm Water/Environmental Scientist must have completed a Regional Water Quality Control Board’s Statewide Construction General Permit Overview Workshop or will attend a workshop within the first year of employment at AGSC.OTHER QUALIFICATIONS
• The ideal candidate must be adept at explaining technical aspects of field work to internal and external clients verbally and in writing.
• The successful candidate must be highly organized and able to manage multiple assignments with competing deadlines.
• The ideal candidate must have the ability to generate legally defensible documentation for field work. Experience with local, state and federal regulators is required.
• The ideal candidate must have excellent verbal and written communication skills are required for this position.
• The ideal candidate will demonstrate the knack to maintain pleasant working relationships, perform multiple tasks simultaneously and uphold the highest level of confidentiality and professionalism.
• The ideal candidate must have strong time management skills and task prioritization skills are essential to ensure that administrative support is timely and short turn around times are met for multiple projects.
• The Storm Water/Environmental Scientist candidate must possess excellent research skills and be proficient in Microsoft Word, Excel, and Outlook. Proficiency in other programs such as Microsoft Project, PDF Converter Professional, ArcGIS, AutoCAD, local, state and federal databases, and environmental modeling programs is desirable.Please submit your resume to vfong@ahtnaes.com
